Rulers who fear God give the people what is beneficial to them, not necessarily what they want. Often, what they want will only weaken and corrupt them. In this sense, the best civil leaders are men who fear God, but most civil rulers do not fear God. They are like Jeroboam who was a man-pleasing, man-fearer. Because their popularity rests on the favors of people, civil leaders give the people what they want by elevating their ungodly passions. They do this because they fear man, but do not fear God. You can even think about how a ruler like Jeroboam, who essentially wants to know what the people want, and so he puts out types of surveys and wants to know what do the people want and he wants to rule the people according to how they want to be ruled. Not knowing at all or not even aware that from his position he's just gaining popularity with the people, giving people what they want, but not being a blessing to them by establishing a government that would be beneficial for them, but rather one that they want. And so essentially he gives them comforts and he gives them things that they demand from him. And he thinks what he's doing is making peace along the land or in the land, but in all reality He's making people in great misery. He's putting them in bondage to sin.

He's elevating their comfort as their primary God of life. It's a disastrous position.
